Gracefully close on EoCs thrown in quote throttler

Since `tractor.MsgStream.send()` now also raises `trio.EndOfChannel`
when the stream was gracefully `Stop`ped by the peer side, also handle
that case in `.data._sampling.uniform_rate_send()`.
