Import the exact `piker/brokers/ib/feed.py` delta: serialize farm
resets, publish completion and result separately, keep failure
counters per request, bound IB cancellation retries, and complete
empty replies without leaving the parent waiting forever.

- Extract seven existing cases into `tests/test_ib_history.py`.
Their function bodies match the source; the module header and
imports are reduced for this older landing tree.
- Omit `piker/tsp/_history.py`: inclusive endpoint handling, SHM
