Bring the shared backend contract and TIPC plan in line with current runtime behavior and downstream implementation evidence. Rework the QUIC plan around actor-owned endpoint, bootstrap, stream, listener and cleanup lifecycles, with explicit validation gates for the still-unverified UniFFI details.
