Cherry-pick conflict resolution 

Orig commit was,
"9c0de24 Be explicit with `SpawnSpec` processing in subs"

The commit was picked onto an upstream branch but at that time there was
no `.devx.debug` subpkg yet, hence this revert to the original patch's
module path.
